Housing finance access for those with unclear titles: Has the needle shifted?

Enabling access to housing finance for low-income households has been challenging on account of ambiguous land titles and informal incomes. However, there is some improvement since certain housing finance companies began exploring new ways to prove income, dealing with unclear property titles still remains a challenge. Currently, there is more focus on self-built housing construction where some state governments are supporting tenure security and digitisation of land records. 

The panel discussion aims to discuss what innovations have taken place and whether such interventions are helping households who can't prove clear title to their property.  The discussion shall also highlight other regulatory and implementation challenges, role of the private sector and other partnership opportunities that can emerge.
