Policy Lab 4: Redefining ‘Private’ to Include Affordable Rental Housing Providers for the Poor: International and National Lessons

Several policy, legal and regulatory instruments have been devised over the years to establish an enabling environment for the formal affordable rental housing space with interventions on both supply and demand side. The Affordable Rental Housing Complexes (ARHCs) scheme has been recently launched under the Pradhan Mantri Awas Yojana - Urban (PMAY-U) to provide access to affordable rental housing for urban migrants. The draft National Urban Rental Housing Policy, 2015 and Draft Model Tenancy Act, 2019 frameworks have also added to the efforts to scale-up rental housing delivery. Noteworthy legislative frameworks have also been enacted by some states in India to formalise the rental markets. However, there are severe challenges in the functioning of rental housing markets for the urban poor across India and innovative solutions are required for successful implementation of rental policies. 

The Rental Housing Lab Series aims to create a platform for deepening the policy dialogue on rental housing in India to influence their operationalisation at the national and state levels. The series is curated by Cities Alliance; Scaling City Institutions for India (SCI-FI) programme at the Centre for Policy Research (CPR); The World Bank; Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) India; Habitat for Humanity (HfH) India; Housing and Urban Development Corporation (HUDCO); and Asian Infrastructure Investment Bank (AIIB). 

The first Lab of the series discussed the viability of policy and legal frameworks in stimulating a functioning rental housing market. The second and the third Labs discussed the opportunities for public and private sector investments in ARHCs for the delivery of greenfield housing and reuse of vacant government-funded housing complexes.

The Fourth Policy Lab in the series will be on ‘Redefining ‘Private’ to Include Affordable Rental Housing Providers for the Poor: International and National Lessons’. The opening remarks will be conveyed by Mr. Georg Jahnsen (Project Manager, GIZ India). The rental housing framework in India will be discussed by Ms. Aparna Das (Senior Advisor, GIZ India). The keynote address will be delivered by Mr. Durga Shankar Mishra (Secretary, Ministry of Housing and Urban Affairs [MoHUA]).

The Lab will feature the following two sessions. 

  1. International Experience in Rental Housing: This session aims to highlight innovative approaches and case studies in rental housing policies adopted by various developing countries. The session will also draw attention to four key issues impacting the supply of informal housing stock: i) Policy/Legal framework; ii) Land, secure tenure and infrastructure; iii) Financial viability; and iv) Technology/Design. The session will be moderated by Ms. Rebecca Ochong (Senior Manager, Habitat for Humanity International)

  2. Panel Discussion with Academicians/Sector Experts: This session will reflect on the status of rental housing in India and create a space for drawing out significant learnings from the international experiences. The sessions will be moderated by Ms. Aparna Das (Senior Advisor, GIZ India)
